The 3* is a match for the Stratosphere while the 4* is a match for the Westin.

Of the two the Westin is the better choice, imo, although neither would be my first (or second) choice of properties in Vegas.

Have you considered SPLITTING YOUR PRICELINE BID, staying somewhere lower rated for the expensive NYE dates, then changing hotels to a nicer/higher rated property for the last two nites of your stay?
