Unfortunately, this property has not yet been ID'd/reported to the board. The Club Quarters would seem not to be a possibility, as there are smoking rooms.

The zone boundaries in this area have recently been redrawn, and while it's difficult to tell with complete certainty from the HOTWIRE map, it appears that the Radisson Plaza Warwick Hotel is now in the City Center East zone and that would be my best guess for this one.
