Priceline Hotel: HELP ID 4 STAR HOTEL IN WASHINGTON D.C

It is a white House- Capitol hill area Hotel with fitness center, business center and high speed internert. Its rate for the dates of Oct 20-23 is only 124. If this hotel is not very good place to stay, could you pls suggest a rate for me to bid at the priceline for a 3.5 above hotel?

I prefer to stay at 3.5 above hotel at White House Area, but the same level hotels at Capitol Hill and Woodley Park are acceptable. My limit is 140 for 3.5 star hotel and 200 for 4 star hotel. I saw others' win, some of them are very attractive, say below 140 for 4 star level hotel, is it possible for me to got that wins on the dates of Oct 20-23?

Please clarify if zone or price is the most important aspect for this stay.. did you want to only bid White House up to your limit, then add the other zone(s) if you're unsuccessful... OR is budget a primary factor and the least expensive hotel in any of these three zones is acceptable?

Zone is the most important thing for my stay because I take my 66-year old mom with me. Yes, I want to only bid White House up to my limit, then add the other zone(s) if unsuccessful. If you think it is not possible to get a White House Hotel within my budget limit, please advise. I can raise my limit a little bit. I am not that familiar with Capitol Hill Area, if you think this area is convinient enough, I will take it. And the woodely park is my third choice. I want to try 4 star hotel first.

One more question, there is a 3.5 hotel with Restaurant, Pool, Fitness, Hi-Speed Internet, Business and Laundry published on the hotwire at the price of 156$/per night. I guess it is Embassy Suites Convention Centre. Do you think I have a chance to get a lower price on priceline and what do you think of this property?
