Priceline Hotel: 4* Ottawa Aug 31

I have ben trying to get 4* ottawa for Aug 31 but no luck. Started at $85 and then increased adding additional areas. Last offer was $98 with all areas but no luck yet. I guess it depends on dates as other posters have been getting it for under $100. Any suggestions? Also when I go back in to rebid do i use the link from the priceline email I get after being unsuccessful or do i go back through betterbidding?
