We're travelling to DC on September 13 & 15. It's midweek and Congress is in session, so I know it's going to be busy - but a lot of other hotel sales are blacked out for just those three dates.

I've been bidding (using this forum's PRICELINE link) in White House-Downtown/Convention Centre-Capitol Hill/Dupont Circle-Woodley Park areas for a 3.5-4* hotel (ideally I'd like the Palomar in Dupont Circle). I don't really want to go above $170.

I'm using all the rebid zones and strategies suggested on this forum, and I don't mind being patient and keep trying. But I'm just afraid that something is on and I'm wasting my time, because we won't get anything at a discount rate.

Any help would be very welcome!

The rates you're seeing, and that some hotels have these as blackout dates, is indicative of something happening during these dates... Congress in session and/or some other government meetings could be enough to effect hotel demand.
I don't really want to go above $170.
Assuming your plans for this trip are firm... what are your alternatives? I'm guessing a 3.5* in the zones you're currently bidding will need to be closer to ~$200. Closer to your budget, HOTWIRE has a 3* in the Dupont Circle with a very good 95% recommended by previous HOTWIRE guests and a respectable 4.0/5.0 Tripadvisor rating... my guess is that this is the Washington Plaza with a new Hi-Speed Internet icon. This HOTWIRE may be something you want to consider if you're trying to stay as close to your budget as possible and prefer to lower your star rating as opposed to bidding higher.

i got the hyatt capital hill for those dates (plus the weekend) for 105 on priceline last week.

I decided to keep trying, and ended up getting The Churchill in Dupont Circle (3.5*) for $180.

I am also having trouble with these dates (9/11 - 9/14). I have been bidding for over a month up to $120 and have not had any success even in the 3* range. I'm only interested in the areas White House Downtown, Convention Center, Georgetown Foggy Bottom, and Dupont Circle.
