This is up to each hotel. There's is no guarantee for connected rooms. And the hotel can be unable to accommodate your request when you arrive.

Would an option be to search for a quad room or split the kids between you?

What is a quad room?

If you book through Hotwire with the discounted rate can you call the hotel directly and upgrade to a suite? If yes, is the price difference between the rack rate and suite price or the discounted Hotwire price and suite price?

Connected rooms are not guaranteed - there may not be literally connected rooms in the property, but if not you can ask for neighboring rooms. There is no guarantees with room assignment via HOTWIRE or PRICELINE. Once rooms are booked, basic requests can be made, and it's up to the hotel whether or not to accept those requests.

The HOTWIRE listing is a possible match for the Pan Pacific or Sutton Place.
