Priceline Hotel: Need Help

Is this priceline and hotwire just for US citizens? it doesn't give a choice to change the country?

and anyhow i could not understand what to do anyway.

At the moment i am looking for a hotel in Vienna for 30 march-31 March 1 night and

1April-3 april 2 nights in Budapest.

For Wien i am ready to pay around 100-200 USD .But when i pick Innere Stadt and 5 star it says

that the median price is $ 300. What price i should write then? and then it asks for the credit card details;

will they charge me at that moment or just going to check if the credit card is valid or not?
