A few pointers to get you going.

You can't bid on a specific hotel when using PRICELINE. You have to be able to accept any hotel in the zone at the star rating (or higher) you select.

If you're trying to target a specific property then HOTWIRE can often be a better option if you're successfully able to identify it based upon the star rating and amenities shown before your purchase... the trade-off is that HOTWIRE usually costs a little more than PRICELINE, so you need to decide what is most important to you for a given stay, the lowest possible price OR the ability to take an educated guess as to the property you may receive.

A free airport shuttle to Manhattan isn't going to happen. Free wireless in room is doubtful, most hotel charge $10+/day depending on star rating.

Also have in mind that most/many hotels in NYC only offers rooms with one bed. And this is what PRICELINE guarante you when you bid.

And i would be very casious for lower rated hotels like 2* in NYC.

What would your budget be/night before tax fee for 2*, 3*, 4*?

I think my friend and i can accept the price between 40-80 or 90 per night maybe, safe is the most important thing when we compared to lowest price. I really knew nothing about the general hotel price, so I am not sure whether or not this price can have the chance to get the hotel, ...

I took a quick at your dates and my guess is that you maybe can hit something (3*) arround $90. But i would say that it don't get much cheaper than approx $90 + tax/fee. I found a HOTWIRE 3.5* in the Downtown-SoHo-Financial District for $109. Not the best zone but you don't have much choice with your budget. Take a look at the HOTWIRE map if you're willing to stay in this zone. Or you might want to try to score the cheapest 3* with PRICELINE?
