I selected the City Hall zone first, with a minimum star level of 2 and bid with $52, but was rejected. I then added the Granville Entertainment District to my zone selection and increased my bid amount to $55, but was again rejected. Finally I included the Downtown zone and increased my bid to $60 and that was accepted with an increase of one star level to 3* to boot. Considering this is a holiday weekend and Vancouver is extremely busy, I'm tremendously satisfied with this outcome. Happy hunting travelers! :)
