Not sure if you had a gameplan when yous started out, but it's usually not recommend to raise you bid and lower your star level at the same time, and when adding a 'live' zone (such as the airport) it's often advisable to start over with just that zone... doing so will increase the number of re-bids you have and help you get the best price possible.
