I want to say this sounds like Bahia Sian Kaan (sp?) Boutique.. But was hoping more for Xpu-Ha Palace-they have a beach but it's dreadful and it's definitely higher than a 3*

This 3* property has not yet been reported to the board, but if this is within your budget and you're looking for an all-inclusive, why not go for the 4* hotel for less than $20/nite more and a respectable 4.0/5.0 Tripadvisor rating?
