For the 4* the Doubletree Arctic Club, Hotel Monaco and W Hotel have all been reported with this amenity combination so any of these are possible, although i'd favor the one you're currently being offered to be the Doubletree or the Hotel Monaco.

A hotel with the amenity combination of the 3.5* has not yet been reported to the board and with just these, very common for the area, amenities i don't have any insight as to which 3.5* property this may be.
