Used the PRICELINE links and started at $59 for downtown, then worked my way up to $89 by adding more areas that had no 4* hotels. They asked me to raise by $20 to $109, so of course I tried going to $99 and was rejected... (at which point they oddly asked me to go up to $124 instead of $109).

I finally raised to $109 and got the Hilton Center City downtown.
