I'm sorry to say that a 3.5* property with this amenitie combo has not yet been reported/ID'd to the board.

3* Dupont Circle - Embassy Row

Best guess would be Holiday Inn Central.

3.5* Kennedy Centre - GW University area

Best guess would be Melrose Hotel.
