Priceline Hotel: 1* or 2* in Downtown Charleston

I've checked the hotel list for downtown Charleston, and I noticed that there are no 1* or 2* hotels listed. Does this mean I can add the 1* and 2* level to continue bidding in the downtown are within 24 hours? Or, am I going to end up staying at the Bates Motel?

Any help would be greatly appreciated.
