Question: Since I'm starting so low, if I included the areas with no other 3.5* or higher but RESORT ratings (so there's a gap between 3* and RESORT), will that mess up my originally targeted zone?

Yes, you can you get an upgrade in a diffrent zone. Maybe not at this amount of money, but you never know. And always doublecheck your zones before each bidding cycle to make sure that nothing has changed since preivously checking.
