Even the higher rated hotels generally don't get very good reviews and i would highly recommend raising your star level above 2.5 stars.With the above warning noted, best guess is that the above hotel is either the Best Western Pierre or the Hotel Excelsior, neither of which get great reviews (Pierre Reviews and Excelsior Reviews).If for some reason you decide to go with the above anyway please use THIS LINK to begin your purchase.What is your budget for this stay?As far as whether to rent a car or not, it depends upon what you want to do in San Juan and where you ultimatley end up with a hotel.
