This this example...The best rate in the Capitol Hill zone is $100 and the best rate in the Dupont Circle zone is $80... bidding each zone separately as you describe, you would win the Capitol Hill hotel at $100 and never give yourself a chance to win a hotel in the Dupont Circle zone for less. Bidding the zones together as outlined above you would win a hotel in the zone which has the less expensive 4* hotel. I will consider only White House and Capitol for the 3.5*...sorry again and thanks for all your help!!
