The 4.5* matches previous reports for the Fairfax at Embassy Row.

While a 3.5* in the White House-Downtown zone has not been reported to the board 'as-in', i'm guessing the one above is the Capital Hilton without the Spa icon and that would be my best guess for that one (although those amenities are fairly common for a 'city' hotel)
