Priceline Hotel: Confirmation on "Resort" star level

Please confirm - is "resort" considered the highest level on Priceline? I'm asking since it's for some reason listed on the bottom when you go to bid and I'm trying to figure out rebid zones.

For example: if I do Maui and want Wailea - Makena. I select Resort star level, then i can add Kihei and Kahului as free rebid zones, correct?

Also, if I were to select 4* hotel, would it be possible to have a winning bid that is "upgraded" to resort, or is that in its own separate class?

Sorry for the basic questions, I've just never done a bidding strategy where the area had resort -- if the answer is in another post that I missed, please point me in the right direction. Thanks for the help. :)
