car rental - rent a car in canada and return to US and vice versa

hey all.

does anyone know which rental agency allows you to rent a car in Canada and return to the US and vice versa?

Does it make sense for me to rent a car in Toronto, drive to Chicago and return the car.. and then rent in Chicago and then drive to Toronto and return to Toronto.

Most likely your two one-way rentals would not be cost effective as one-way rentals often come with very big surcharges.

Avis will let you do a one way from Canada to the US. I checked on this to get from Vancouver to Seattle. The one way rental was nearly four times the cost of a local rental in Vancouver.
