Yes, the higher rated hotels are usually nicer, but as far as perks it really depends what benefits you are looking for in a hotel and what is important to you... Free Breakfast (one of the most popular sought after amenities) is usually only found at mid-range properties and rarely at high star rated hotels; Free Internet, another desirable amenity is also more likely at mid-range hotels although now that more NYC hotels are charging resort fees this is usually 'included' in that fee. On the other hand if you're referring to things like name brand soaps, lotions, and high thread count linens, then i'd agree, these are more often found and the higher rated hotels.
However, despite your wants, you are likely going to have to focus on your needs, as your budget is on the very low end for NYC so you're going to have to 'give' someplace... what factors are more important to you and which are less important? For instance, would you prefer a higher rated/reviewed property that was less centrally located or would you prefer something that is 'ok' but more well located?
