Not sure how or when the term "dummy" made it into the Priceline vernacular, but what they actually mean is Free Rebid Zones. The FAQ's go into detail about the process, but here it is in a nutshell. In a particular city, there are zones that have hotels rated up 4* in some zones but not all of them. If you are bidding for a hotel, in your case San Francisco and want a hotel in the Union Square East zone, after your first bid for 4* in that zone, you can add another zone that does not have any 4* hotels, say Fishermans Wharf, and bid again. You should always check for your Free Rebid Zones every time before a bidding session beause one never knows if Priceline has added a new 4* hotel to a particular zone. Right now there are 5 Rebid Zones in San Francisco that can be used for 4* bidding and depending on how many zones are acceptable for 4* hotels, you can have quite a few bids and rebids.
