I've tried bidding 4* downtown for this date for the last week, some days up to $80 and today up to $90 (all rejected) using rebid zones. It seems that a lot of hotels are sold out for this night, and the available rates are very high.

So I tried for 3*:

$60 3* Downtown -- rejected

$65 3* Downtown + PHL Airport -- accepted
