Note that the hotel you asked about in your original post and the one posted above by AaronJB are different... your description includes a Boutique while his less expensive one does not...

 

I agree that the one that he pointed out is likely The Willard.

 

I'm not seeing the property you inquired about, but if you are, as per the Hotwire Hotel List that amenity set matches previous reports for the Sofitel Washington Dc Lafayette Square so that would be my best guess for that one.
