Best guess/comments for each:

The Holiday Inn Express Baltimore At The Stadiums lists a casino as one of their amenities, but my guess is that they offer a shuttle to as casino (rather than actually having a casino on-site)

 

My guess for the 3.5* would be the Radisson Hotel Baltimore Downtown-Inner Harbor.
