Yes to both. Only concession is within walking distance of the park. Via either Harbor or Disneyland dr.

I recently booked the Hotel Menage with the same amenity set for Disney North, and its a 10-14 min walk to Disney. I'm told its an 'easy walk'

 

But I just want to say double check before you book, because the 3.5 star changed after my search, was gone, then reappeared the next day
