It's hotel specific based upon the hotel's own pet policy... a few hotels don't charge for pets, but the majority do charge. The 'pet friendly' designation if more an indication if pets are allowed or not, not whether there is a fee or not for pets.

1/18 - 1/20, Manhattan, want near CP, but not mandatory. Seeing a lot of places charging 25-40 per night. Some more.

I called a few properties and basically figured out its all over the board. I'll keep digging. I wish I could bid! :(

EDIT - Maybe I can bid! Just noticed some star levels guarantee minimum accommodations, some of which are animals. I guess the only thing I am gambling with is the pet charge at whatever hotel I get...

What is the minimum star rating you're seeking? Not including the Pet Fee, what is your maximum budget per nite for this trip?
