Additionally, do you need to be in this particular area, or would the nearby Deerfield area also be acceptable? If acceptable, I'd try bidding on PRICELINE for $40 for a 3.5* in the Deerfield zone, then $42 if $40 isn't accepted, then $45 if $42 isn't accepted. My guess is that it will be accepted at $45 or less.

Please let us know if you have any questions before bidding.

Either area is going to be about a 35-45 minute train ride to downtown. If you are not driving, I wouldn't bid in this area as it's possible you could wind up in a hotel not easily accessible via public transit. Definitely cheaper to stay in the suburbs than downtown, but it does require a trip.

Michigan Avenue - I'm thinking you're talking about the one in Chicago. So then no, the area is not close to downtown Chicago, and would require driving (and $$ parking) or taking a train in. If you want to be close to downtown Chicago, look at the areas closer like Mag Mile, Streeterville, Gold Coast, or Loop.
