I believe the Empress Inn is different than Fairmont Empress right on the Harbour. There are many restaurants near the downtown area for breakfast within walking distance.
Perhaps the best 4* hotel is Delta.
Empress would be out of your price range. Most hotels in Victoria is not that great. I just spent a weekend there (I live in Vancouver), try to not go 3* if you can afford it.

Hotel was very bad. It's an apartment converted hotel. Added extra $15 to upgrade from standard room to studio suite with King bed, due to strangely opened balcony door prior to arrival and uncleaned table top... Complained and got continential breakfast vouchers. Parking cost $15.

My winning bid was $107, would test $103 but time is running out. Not a good deal as retail listing price is $129, and at the moment they have $149 - $50 gift certificate at Bellevue Square. So I am actually losing about $15 bucks at the end.
Additionally, I was aiming for Westin as it's closer to the mall.
Oh well, can't win them all.

Last choice was to include LAX, reviews for this hotel is good though. At least it's not valet parking... :)
Wanted to try something different and save money on the parking. Horrible reviews and sketchy neighbourhood, but we'll see.
We stayed there last month for 2 nights as it was close to Staple Center. Turns out they charge $30+ each night for valet... but it was a nice walk back. about 20 mins distance.
