As a former San Franciscoan, I actually think the Embarcadero area is better/more convenient for getting around SF (unless all you want to do is shop). It has better views, less traffic, fewer tourists, cheaper parking, is on the MUNI, is safer than US, and has the Ferry Bldg to boot.

Just bid on 4* San Francisco hotel thru Priceline in Union Sq./Embarcadero area. Turned out to be Westin St. Francisco. Paid $99 for a Sunday night, but you could probably get for $89. They put priceliners in the older tower, but my room was quite nice (#908).
