Based on past experience - I think the 3 star is the Novotel and the 4 star boutique is "Arc - The Hotel" Can't be 100% since HOTWIRE has changed some of the icons recently.

2 1/2 * - Ottawa, ON (Downtown) Les Suites Hotel 130 Besserer Street Ottawa, Ontario K1N 9M9 613-232-2000 ------------------------------ A very comfortable, well appointed all-suite hotel. All rooms have full kitchen, living/dining room, bedroom, mid-size bathroom, and balcony. This hotel may have been a Condo building at one time, each room is like a 900 Sq Ft apartment. The rooms are much larger than a "Marriott Residence Inn", but there's no free breakfast in the morning. Hotel shares Indoor Pool, Sauna, Whirlpool, Steam Room and Fitness Centre with the Novotel next door. There is a small cafe in the lobby, but food is better at the Novotel. Les Suites is located in the heart of downtown overlooking Byward Market and walking distance to stores, restaurants, Rideau Centre and all government offices. Staff appear to treat PL guests no differently than other guests. Checked in late on Monday and got a bump to the recently renovated 11th floor - 2-bedroom Premium Suites. There is no way to book these "Premium Suites" via the hotel web site - so I would assume that they are renovating the hotel one floor at a time. New furniture, wallpaper and carpets - plus new beds and bedding and an upgraded bathroom. The 2-bedroom suites are huge with kitchen. 1 Master with an ensuite bathroom and a walk-in closet, 1 Regular bedroom, very large Living/Dining room, 2nd bathroom and kitchen. Plenty of room if you are travelling with family. There's a Queen in each of the bedrooms and a sofa bed in the livingroom, could easily sleep up to 6. Parking is $15.50 CDN per night including taxes. A fantatsic PriceLine deal at $60 US per night.

The fact that the Radisson and the Westin are both rated as PL 3* in the same Ottawa Downtown zone is a total head-shaker...everyone else (Expedia, etc) rates the Westin at least 4* - and I would have to agree.

First review of this hotel...Acceptable 4* hotel in a great location, but with some little things that made it feel like a 3*. Got a good-size (500 Sq Ft) "wheelchair access" non-smoking King room with a good view of the river. It also had a good size sofa. Nice bedding, bathroom kit, robe, etc (all 4* quality). The desk area was pretty good, but the high-speed internet prices were steep (considering it's free at so many hotels now)... 1 day package 24 Hours $13.62 CDN 2 day Package 2 days $23.90 CDN 3 Day Package 3 days $35.85 CDN 4 Day Package 4 days $47.80 CDN They didn't have parking for the rental SUV (too high) so I had to park in a public lot accross the street for $20 CDN. Breakfast Buffet in the revolving restaurant was very good for around $20 CDN. They still hand you a metal-key rather than a swipe card, which caused me some concern - because I'm so used to being able to replace the swipe card if I leave it somewhere. Also, the elevators were really slow - sometimes a 4-5 minute wait. That being said, I would stay at this hotel again if I couldn't get the 3* Quebec Hilton for under $100 US.
