What is your budget 3.5* vs. 4*?

Would you like to try your max budget for a 4* first or try to get the least expensive 3.5*

Do fees differ between Express and NYOP?

Yes, many times are the rates different from the original fee. This goes for for both NYOP and PRICELINE EXPRESS so you shouldn't compare them and base you guess on that.

I replicated your search and I see a 4*/$190 W/Indoor or Outdoor Pool, Pets Allowed, Free Internet, Business Center, Fitness Center

If this is what you see would my guess be Hyatt Regency Maui.

But I would suggest that you take a look at HOTWIRE. They currently have some deals there.

I can see a 4*/$114 in the Financial District - Embarcadero zone. I believe this is the Hyatt Regency San Francisco or Le Meridien San Francisco.

Priceline appear to have one big zone for all of Gothenburg.

The zone is very big. I wouldn't use PRICELINE if you need to be in the city center or in a specific location.

I do see a 5* $120 on HOTWIRE W/Restaurant, Fitness, Complimentary Breakfast, Free Internet, Hi-Speed Internet, Business.

I believe this is the Elite Plaza. Would that work for you?

Correct, you'll not be charged anything if you bid is rejected. And if you get rejected is that the end of  if.
 

Or do they then charge me the rate they want to?

My guess for this would be Wynn and it's within your budget.
