Got it. It was the Embassy Suites. Looks like they are now a 3* instead of a 3.5* on Hotwire. Amenities on the final purchase invoice are:

New wrinkle. I went through the link and discovered another 3* in the same zone but with a 100% recommendation and what appears to be a deep discount (63%). It has a 4.5 out of 5 star rating on TripAdvisor, just like the previous one I found. This one is coming in at $82 and the other one we suspected was the Hyatt House is still $79. The weird part is that it's showing up on the hotwire tab but not in the "hotwire easy view" tab. The amenities on the hotwire tab are:

Indoor pool(s)
Fitness center
Pool(s)
Restaurant(s)

There is a 3* hotel in the Amarillo - Downtown area at the top of my price point, currently $77 per night. It's 100% recommended on Hotwire and 4.5* on TripAdvisor. My best guess is that it's the Staybridge Suites Amarillo - Western Crossing but wanted to see if you agreed.

Winner, winner! Had to change my dates because of frequent flyer restrictions. 3/4 - 3/7 for $116 per night before fees at The Belvedere. Pretty happy with that.

I will definitely update with my final plans. I apologize for providing misinformation about the lower budget. I was still staying within my original price point. All that said, my dates have now changed because AAdvantage awards are not cooperating with the dates I wanted to travel. I will update with new dates once I determine what the award miles will let me do. When I posted originally, these dates were working...now they are not. Again, I apologize for wasting your time.

Looks like a great place. Just FYI for your records, they renamed it to Holiday Inn Express NYC Times Square South. I'll keep you posted if I end up in NYC and win something. I'm hoping for a little lower rate.
UPDATE: This morning there is a 3* hotel in the Empire State Building area at the top of my price point, currently $141 per night, that is intriguing because the TripAdvisor rating is 4.5 out of 5. Not sure what the hotel is though. I can't figure it out. Amenities are:

I'm doing a bit of a high wire act and trying to create a trip to both DC and NYC. I have points for DC but need a place in NYC. Not sure if I can pull it off based on the fact that my frequent flyer miles are not behaving with the multi city trip I'm trying to plan. So...the reason I'm here...
I'm traveling with 3 so I'm only looking at Hotwire. I don't want to roll the dice with Priceline. I missed a great deal on these dates for a condo on the Upper East side at $113 per night before taxes and fees because I couldn't get the airline miles to work right. I am searching for 3* or higher with at least an 80% recommendation rate. Since I missed that $113 rate, that is now stuck in my head but I can probably go up to $135-$140. Thoughts on hotels in that range or the best time to start looking?
I want to stay in Manhattan and prefer not to stay downtown. Probably zones north of Tribeca and the Lower East side.

Very delayed post but wanted to follow up that I did not ever win a bid that was any better deal than booking directly with a hotel and guaranteeing my exact stay. Win some and lose some.

This one was a shot in the dark. No amenities were listed by PRICELINE EXPRESS. I assumed it was the Marriott Golf Club only because I think that is the only 4* in that area.
Used the PRICELINE link but changed my location from Dallas to Fort worth. Also used the coupon code so it was 5% of the $49 cost.
Got the Marriott Golf Club for $49. Good to go!

Hi again. I'm planning a quick trip for the weekend to Dallas and was wondering if you had any thoughts about a PRICELINE EXPRESS hotel that I'm seeing. It's a 4* in the Galleria - Dallas North area. Staying the evening of 10/19. It's showing $66 with the following amenities.
