Thanks to BBD, I was able to narrow this 3* hotel down to the Holiday Inn Portsmouth by the "Restaurant" amenity, meaning it wasn't the Anchorage Inn (ug). I expect it's a generic, well-kept HI, but the location isn't the best. Despite eye-rolling glares from my wife, I predicted correctly, saving us an easy $20. Normally $20 isn't worth it, but heck, it was fun, like shooting fish in a barrel. Not hot tub, but it has a heated indoor pool.
