It was the Hotel Monaco with a new boutique designation. I am pleased. It is in the perfect location for my event.

Done. I didn't use Hot.wire or Price.line for that trip.

I ended up not going with this option due to the unknown nature of what the hotel might be. I booked directly with The Brookshire Suites in Baltimore. It was a bit expensive but was centrally located. There was some metal grates on the road outside, and they made a horribly loud noise all night long.

The amenities listed are: Free Internet, Pet friendly, Boutique Hotel, Smoke Free Rooms, Fitness Center, Restaurant(s), Business Center, Internet access, Spa Services, Accessible for the blind, Accessible path of travel, In-room accessibility, Accessible bathroom, Roll-in shower. What do you think this might be? I would say The Monaco, but the boutique part seems new.

Yep. This was the Newport Travelodge. I went there because of the relatively cheap price and the location, but the hotel itself was dirty, the staff was disinterested and dirty, I wouldn't have touched the complimentary coffee with a ten-foot pole, the bathroom was dirty, the smoke free room reeked of smoke, and the heater was very loud. I wouldn't recommend that anyone stay there.

Amenities are: Boutique Hotel, Smoke Free Rooms, Complimentary Breakfast, High Speed Internet Access. Cost $98 per night. Used the Better Bidding portal to access Hotwire. What is this hotel?

I am trying to figure out which hotel this is. It has Complimentary Breakfast, Pool, and High Speed Internet Access. I was wondering if it was the Travelodge in Newport? I was surprised by the 1 star designation as well. I thought Hotwire had 2 stars and above.
