Yes, both are safe neighborhoods. That being said, you must always be aware of your surroundings and your belongings. Club Quarters is literally one block from Wall Street. Here is the hotel website http://www.clubquarters.com/loc_nyWallstreet.php
Four Points Soho is within walking distance to Little Italy and Chinatown. Greenwich Village is probably around a 15 block walk (you could also take a cab or subway). The website for Four Points is: http://www.starwoodhotels.com/fourpoints/property/overview/index.html?propertyID=1537
All-in-all, plenty to do in both neighborhoods. More restaurants in Soho, for sure. Honestly, you can't go wrong with either one of these properties. The rooms are immaculate and the service is very good.

Looking at the hotel listings page, it seems like the Downtown hotel is either the Club Quarters Downtown or the Four Points Soho. I've stayed at both properties and been quite pleased. Good luck!
