Tried $68, $78, $88, $98. Offer was accepted at $98 per night, for two rooms. Taxes and fees were $20.30 per room for a total of $118.30 per room, per night. The same or similar hotel was offered on Hotwire for $105 per night + $25.06 taxes and fees per night = $130.06 per night.
Bid $115, 125, 135, 145 on 7-25-2013. Bid $150, 160, 170, 180 on 7-26-2013. Bid $190, 200, 210, 220 on 7-27-2013. All bids were rejected. The Priceline bidding engine reported that the average 4-star in this region was retailing at $285 at the time of the bids. We decided to check out our options elsewhere so I never tried higher bids.
Bid $40, 45, 50, 55, 60, 65, and finally $70 all for a 3.5 star property in the Tempe zone (and other zones with no 3.5 - 4 star properties). Other betterbidding members have reported 3.5 star wins as low as $55 in this zone but I suspect the best deals on Priceline are only available closer to the travel date. I used the BetterBidding link to PRICELINE to place my bids.
I tried the following bids in the following order: $72 for Union Square East (DECLINED) $75 for Union Square East OR Financial District - Embarcadero (DECLINED) $80 for Union Square East OR Financial District - Embarcadero (ACCEPTED) I commonly get the Embarcadero for ~$80 but find that Union Square East is more costly.
Tried $79, $89, $99, $109, and then was successful at $119 per night, per room. I also tried CA - Napa - Sonoma (Sonoma) at $78, $88, $98, $108, $118, $128, and $138; all without success.
Started off at $74.00 and worked up (in increments of $5) to the accepted price of $94.00 by bidding for other areas without a 4 Star Hotel. The Hyatt is in the Union Square East district ... but so are several other 4 star hotels ... so this was just luck-of-the-draw. I bid first on USW and then added a district that had no 4 star hotels on my re-bid ... then I kept adding districts that have no 4 star hotels ... until I decided to add USE into the mix and got the Grand Hyatt. In the past I have simply bid $70-$90 for a four-star in USE and have got one ... but remember there are several 4-stars in this district ... the Priceline Forum has a list of the 4-stars in this district ... any of which you could get. Should have started lower because I got my first bid. Note that I booked the room one day in advance so price should be at it's lowest. There is the opportunity for two bids in this zone by using re-bids (where there are no resorts). Try a lower bid than I did for last minute reservations.
I think you'll have better luck waiting until a day before your travel. I know it's a gut wrencher but I've had good luck getting a SF room in the region I want for 50% off the list price if I wait until last minute.

Usually when I bid on this region I get the Hyatt San Francisco (Embarcadero) for $70-$76 (they must have been booked up). Never the less, we enjoyed our stay at the Saint Francis.
