Hotwire shows 3.5* for $154 for the nights requested. So, the downtown hotels must be full. Good luck on getting anything downtown in your price range.
Hotwire is showing a 3.5* in the Milwaukee West area for $83. That should be the Crowne Plaza Wauwatosa, which is a nice hotel. There is a 3.5* in Brookfield, which would be the Sheraton. I'd take the Crown Plaza for $83.

I wanted the Country Inn and Suites in Brookfield, but is seemed like there is a high risk of getting the Sheraton or Best Western instead. I am going to a conference, and the conference room rate was $219. I saw the James Hotel was available through Hotwire for a few dollars less (compared amenities to your Hotwire list). It is about a block away from the conference, but a much nicer hotel. So I booked it. I could have bid on Priceline for $60 for the Hyatt, but since the Company is paying for it, I decided to stay at the nicer place. It was also the lowest price hotel available on Hotwire in the downtown Chicago area (all 6 areas)

Checked hotwire, and 7/26-7/31 is going to be a problem. Hotwire showed the Hilton/Hyatt available for 7/26 for 2 nights only, and then not again to 7/30. Probably due to the FBI Training Conference in town. There is a 3* hotel available 7/27-7/31, and is probably the Ramada.
