After seeing this property on HOTWIRE for $99 a few days ago, I tried a couple of iterations starting at $65... This morning I tried $80 and I knew it would take a bit more, but not much more so I added MTE and bid $82.
Very pleased since the hotel is brand new and even though it's in Queens, the City is easily reached. Bid through PRICELINE link on the board. :)

I have to point to a previous thread where you may gain more insight as to "when" is the right time to buy/bid a hotel... Please read this PRICELINE FAQ.is this true? Or are they just the full price and you bid yourself?
The prices you saw were indeed the "regular" prices. In PRICELINE follow the "name your own price" button. There is a wealth of knowledge in this site. I highly recommend you read this Priceline Bidding Tips thread.

I stayed there this Summer and really liked it... and the free breakfast was an added bonus :)

Started with $59 2.5* FW; denied but was counter-offered 59+17... Added Embarcadero with a bid of $65 and was upgraded to a 3.5* :) . I am a bit bummed but that's the way PL works :). I was hoping for the HI Express.

I actually bid for a 3*, but priceline upgraded me to 3.5*. Used PRICELINE link.
Checking through trip advisor (400+ reviews, 2.5 rating) this appears to be the "W"
I have stayed in this hotel twice (through their web fares) and its location cannot be beat. I am aware that it is not the nicest area, but it is so close to two subway stops and I can always walk across the queensburough bridge :-) if some of the lines are down.
