Car rental isn't a savings at all

Priceline is saying I should save up to 40%.
"up to 40%" doesn't mean that you'll save 40% each and every time, it's all based upon supply/demand for your particular rental period and the level of discount the car rental companies make available to PRICELINE. It's easiest to expalin this with a hotel stay where PRICELINE states "save up to 50%".... if you're trying to get a hotel for SuperBowl weekend in the superbowl's host city, there is a very good chance that all the hotels are sold-out and you won't be able to get a hotel room thru PRICELINE anywhere in the city, regardless of discount. If the hotels are able to sell all their rooms at full price on their own, why offer rooms at a deep discount to PRICELINE? The more 'inventory' (rooms) the hotel has available to sell the more likely they are to offer inventory to PRICELINE and the more deeply it will be discounted... if they have 'some' rooms available but not a lot, they may offer inventory but not for as much of a discount as if occupancy levels were at very low levels. Same applies to car rentals... maybe your dates are busy and the car rental companies already have reservations on their books for most of their fleet, so any inventory they offer to the opaque suppliers (PRICELINE and HOTWIRE) will not be at as much of a discount vs. if they have few reservations on their books.
I bid $30 a day and Priceline rejected that and suggested I bid $54 a day.
The "true" number probably lies somewhere between $31 and $54, so if you want to try you'll have to 'fish it out' and increase your bids in small increments... if the 'real' number if $40 that would still represent a nearly 30% discount to a conventionally booked rental.

I went up to $26 today and my offer was rejected again and once again, I was advised to bid $54. Unfortunately, (well, unfortunately if you have your heart set on using Priceline), I can get a rental car straight from the brand companies ($33) for less than Priceline is offering. The taxes and fees on Priceline are higher as well. I was able to get my hotel at what I believe to be a great price, but the rental car didn't work out this time.

Well you did the right thing by researching prices ahead of time and know your best deal.

Assuming your current reservation is refundable, you can continue to try PRICELINE (and search) HOTWIRE for the next week to see if lower priced rental inventory becomes available.

A $26 bid for a midsize = $206.75 total on Priceline.

You can get a midsize direct from Alamo for $214.98 by using contract ID IG on the alamo.com site (ABQ is part of this week's "last minute specials")
