Correct.

To test, i did a search for a hotel in NYC and identified a given property. I then did a new HOTWIRE search, searching by the address of this identified hotel, then sorted the results by distance. As per your theory the hotel should have come up first (since the address searched was the actual location of this hotel)... but the hotel's address i searched by showned up further down the list.
