I wanted a 3.5* in East (8) or SouthEast (9), but was willing to go down to 3* in either area. I wrote down all the max stars for each area and crossed out the areas with a high of 3* I didn't want to get in case I went down from 3.5* to 3*. I also didn't want to stay downtown (business trip outside that area) or MEM, so those were out. I used the areas with 2* and 2.5* as bidding backups.
