Fortunately for you Sunday nite is typically the slowest nite of the week for hotels so i think your budget is realistic.

You may be able to get a 4* hotel within $90, but if the goal is the least expensive 3.5* or better, i would bid as follows:

When bidding 3.5* in Pittsburgh you have FOURTEEN re-bid zones. If you're not familiar with re-bidding please read Priceline Re-Bidding Explained and feel free to ask questions and/or confirm your re-bid zones with the board before proceeding.

Select 3.5* Downtown...

Bid $40, if rejected add re-bid zone...

Bid $45, if rejected add re-bid zone...

Bid $50, if rejected add re-bid zone...

Bid $55, if rejected add re-bid zone...

Bid $60, if rejected add re-bid zone...

If you bid on Priceline for a 3.5*, I'm not sure how important being in downtown is to you.  The Priceline downtown  zone does extend across the Mon river into station square and the Sheraton in station square is a possibility.   Not a bad hotel, but it is not in downtown.   If you bid for a 4*,  you should be able to avoid this possibility.
