Not that this is a huge consolation, but it is Westin, and nicer room-wise than many places on the strip. The neighborhood is perfectly safe, and I would say it is a 5-7 (average speed) walk to Las Vegas Blvd. You can cut across Flamingo though to enter Bally's through the rear entrance (2 minute walk to Bally's) then walk through Bally's to Paris (they connect). Its not ideal, but Bally's rear-entrance is a great shortcut for those at Westin or Tuscany (further away). They do have a casino, with some decent low-limit blackjack. Overall though, I do agree, if it isn't on the strip, and doesn't have easy access to the strip, it shouldn't be listed in a strip zone, regardless of what the zone map says. For purposes of comparison, Bally's is actually more than a block away from the strip, they just have some moving sidewalks that make getting inside easier.
