You shouldn't rely on the list on the Hertz web site. There are only specific cars in the Premium class. They include the Mercury Grand Marquis, Ford Crown Victoria, and Buick Lucerne. I don't have a full list but I know those are definitely included.
So expect to get one of those cars, or if they're not available you'll be offered a free upgrade to a better car (Lincoln Town Car, Kia Amanti, Toyota Avalon).

I can comment on the car question. The $15/day is not a Hotwire special rate, it's a regular rate through Dollar. If you go to Dollar.com and use the VO5013 vacationoutlet code, you can get the car for $89.23 total. I recommend you book this now and then keep checking prices closer to your trip dates. You can always cancel through dollar.com without a penalty.

Was successful in getting the 2nd part of my friend's stay. Used SB link.
Bid 2.5* $65 - accepted at the 3* Sheraton. Previous bid of $62 was rejected.
Regular rate is $135.50/night so this is a nice savings.

Tried bidding for a 2.5* in Inverness zone using the SavingsBarn PRICELINE link. Bid of $43 was rejected, but $44 was accepted at the Hyatt Place.
Total with taxes is $57.93 for 1 night - about a $24 savings over the Entertainment rate at the hotel.
I am very happy with the hotel I got as it looks great.

The Alamo rate I quoted above is the total for picking up at the airport and dropping off downtown. No additional fees.

The best rate on Travelocity, etc. is $41. $25 is in the top range of what I'd like to pay. It may seem like a big difference but on weekends I can get $14-15 depending on the number of days for the rental.I've tried Dec. 6th, and 11th-14th (all one-day rentals).
Have you considered renting from the airport instead of downtown? For a 1 day rental for pickup 12/14, Alamo with VacationOutlet.com code 698805 is $15.99/day for an economy + taxes/fees = $21.77
With this rate you can pick up at the airport and drop off at the downtown location.

Once again the magic number is $42 for this Courtyard - total with taxes was $55 for 1 night. Previous bid of $40 was rejected.
Best price on Marriott.com was $109, so with taxes saved about $68.

Previously bid $30 (+$5), $32 (+$5), and $35 (+$5) with no luck.
Accepted at the Courtyard by Marriott Midtown. Total paid with taxes/fees is $93. Regular rate on Marriott.com is $139 - total with taxes/fees is $314. So saved about $221.

The interesting thing is that Priceline sent me 2 other bonus cash links (with the subject "New Bonus Cash Award") and when I try to use them it says I already did. Technically I didn't I used the "old" bonus cash award they sent me before. I am taking up the matter with Priceline customer service and will update on what occurs.

This is a code from the American Airlines frequent flyer program. I have used it before and was not required to show anything, but if you want to be safe you can sign up for free at aa.com.

Using the Free Weekend Day coupon at vacationoutlet.com you can get a compact from National for $82.36 total with taxes (27.45/day).
So you'd have to bid $12/day on Priceline to save $8 on your rental - not sure if it's worth those savings.

Total for 2 rooms is about $114 with taxes.

Payless does not participate in the name-your-own-price program. If you decide to rent with them, read their web site carefully as their policies are different than the major rental car companies (mileage may be restricted, driving area restricted, insurance card may need to be shown).
Therefore your bid did not include Payless - only the companies that participate in name-your-own-price.
