Well tried 2.5* also for Montreal . Bid for $45 got rejected

My dates are 7/1-7/4. I don't mind a decent 2.5 * too.

I am planning to be in Montreal from 7/1. Need 5 rooms for 3 nights. Preferred location is Downtown Montreal in a 3*. I checked that 4* is going higher so that is out. I tried bidding @$45 but got rejected. Looking for a bidding strategy. Also, I guess there are no free zones to add here ? Any other locations close to Downtown would also work. TIA
