This is as much of a scam as Orbitz price guarantee, the chances you can find the same deal for less at public rates with no coupons or discount codes are pretty small unless you really over-bid...
It is "comforting" to people, and thats what counts. It isn't a scam, as the entire point of this is to get the best pricing. If you are getting the best pricing, then great, you don't need to use their guarantee...
We used Priceline for a couple nights at they Hyatt Regency Waikiki. Of course, the rooms were city view, however, when checking in I asked about upgrading. I was given 3 upgrade options (partial ocean, deluxe ocean and ocean front). We gladly upgraded to deluxe ocean view for $50 more per night..

First try for IAH area, average retail price for 3.5* was about $130, so I went for 60 and got it. Sheraton North Houston lists that night for $189 on their site so I figure $60 is pretty good. Perhaps I could have saved $10 or so, but I am happy!
