I am a student and don't have much budget for the trip to CA.
I need help on how to bid a hotel in San Diego for ~$30. And I have a rental car so I hope parking is free.
Suggestions wanted! I hope the hotel is 2.5* or plus.

One possibility: the Goodnite Inn-Seaworld is $36 on the hotel's website, parking included.

I can't vouch for the hotel but you can read the reviews at TripAdvisor and see if you think it will work for you.
Goodnite Inn's total cost with taxes for three nights is $108. A $29 bid on Priceline will cost $106.32 after Priceline fee, and that's not guaranteed to have free parking. At this price point I think free parking is likely but it's not guaranteed.
If you still want to try Priceline I'll suggest bidding $25 for a 2* in Point Loma-Shelter Island-Old Town and Mission Valley zones.
If rejected try $25 for a 1* in the same two zones.
