Priceline- Are add days at the same rate always offered after a successful bid?

No, they are not always offered. Additionally, sometimes the service may come back with a higher price for the additional night/s.

At what point are you commited to the extra nights? Suppose I say Ok I'd like to add 2 nights, then the price is higher for those nights. Can I then decline them?

You will recieve a message stating: "We were unable to extend your stay at the rate of $xx, but we can find you a room at the same hotel for $yy" at which point you have the option to accepting or rejecting the counter-offer. (and there is no way to undercut it... you either accept the higher price or not)
